COMPUTER APPLICATIONS MANAGER (NOC 20012) No. of Positions - 1

1. Plan, Organize, Direct, Control, and Evaluate Information Systems Operations
Provide strategic leadership for the planning, organization, coordination, direction, and evaluation of the organization's information technology (IT) operations, ensuring that information systems effectively support business objectives.
Develop short-term and long-term IT operational plans that align technology initiatives with organizational goals and regulatory requirements.
Oversee the day-to-day management of information systems, electronic data processing (EDP), cloud infrastructure, enterprise applications, and digital services to ensure operational efficiency and business continuity.
2. Develop and Implement Information Technology Policies and Procedures
Design, develop, implement, and regularly review organizational policies, procedures, and best practices governing electronic data processing, information systems management, software development, cybersecurity, data governance, and IT service delivery.
Establish standard operating procedures (SOPs) for system development life cycle (SDLC), software deployment, infrastructure management, disaster recovery, and business continuity planning.
Develop information security policies addressing access controls, data privacy, system monitoring, backup protocols, incident response, and regulatory compliance.
3. Meet with Clients and Stakeholders to Determine System Requirements
Consult with internal departments, external clients, executive leadership, and business stakeholders to identify operational requirements and translate business needs into effective technology solutions.
Conduct comprehensive needs assessments, business analysis, and feasibility studies to evaluate existing systems and recommend enhancements or new technology implementations.
Prepare and review detailed project specifications, functional requirements, technical documentation, project scopes, implementation strategies, and service-level expectations.
4. Assemble, Lead, and Manage Information Systems Teams
Recruit, organize, and lead multidisciplinary teams consisting of software developers, systems analysts, network administrators, database administrators, cybersecurity specialists, telecommunications professionals, and technical support personnel.
Assign responsibilities, establish project priorities, and coordinate team activities throughout the planning, development, implementation, deployment, maintenance, and support phases of technology projects.
Provide leadership in the design, development, integration, testing, implementation, operation, and administration of enterprise software applications, cloud platforms, telecommunications systems, and network infrastructure.
Oversee project management activities, including scheduling, resource planning, risk management, quality assurance, and performance monitoring.
Foster collaboration among technical teams, business units, vendors, consultants, and external service providers to ensure efficient delivery of technology initiatives.
Promote innovation by encouraging the adoption of emerging technologies, automation, digital transformation initiatives, and industry best practices.
5. Control Departmental Budgets and Financial Resources
Develop, administer, and monitor departmental and project budgets to ensure effective utilization of financial resources while maintaining cost efficiency.
Prepare annual operating and capital budgets for information technology infrastructure, software licensing, hardware procurement, cybersecurity initiatives, cloud services, telecommunications, and professional consulting services.
Review financial reports, authorize expenditures, negotiate vendor contracts, and ensure procurement activities comply with organizational purchasing policies.
Monitor project costs, identify budget variances, implement corrective actions, and provide financial reporting to senior management.
Evaluate return on investment (ROI) for technology initiatives and recommend cost-effective solutions that maximize operational value.
Manage relationships with technology vendors and negotiate service agreements, maintenance contracts, software licensing, and procurement arrangements.
6. Recruit, Supervise, and Develop Information Technology Personnel
Lead recruitment, interviewing, selection, onboarding, and retention of qualified IT professionals, including systems analysts, software engineers, programmers, database administrators, network engineers, cybersecurity specialists, technical support staff, and project managers.
Supervise employee performance by establishing objectives, conducting regular performance evaluations, providing constructive feedback, and implementing performance improvement strategies where necessary.
Mentor and coach technical staff by promoting professional growth, leadership development, technical certifications, continuing education, and skills enhancement.

Skill requirements for the Position (including education and work experience).
1. Strong educational foundation and broad technical skill base, proficient in Duckcreek technology.
2. A bachelor's degree, usually in computer science, computer systems, engineering, software engineering or mathematics or completion of a college program in computer science is required.
3. A minimum of 5 years of experience in the System information software management and software development life cycle.
